Rio Vista is fortunate to have found an experienced new City Manager, Ms. Kristina Miller. She started her job here on June 26th, but she has years of know-how in handling city issues. During her most recent tenure, she transformed a financially unstable small city into one that is now secure and taking full advantage of growth opportunities.
In 2015 she became City Manager for the City of Corning, California. Corning is located one hundred miles north of Sacramento in Tehama County. The city’s population has been increasing steadily, like ours in Rio Vista. It has grown from 7600 in 2010 to over 10,700 in 2021.
Corning is primarily an agricultural town, with the largest employer being the Bell-Carter Foods Company. Just as sheep and ranching are economic mainstays of Rio Vista, Corning also depends on farming. They are known for growing and preparing table olives, producing olive oil, and growing Sunsweet labeled walnuts and almonds.
Ms. Miller, along with her husband and three children, currently lives in Chico but is looking to relocate in the area. She is a California native, born in Santa Clara and raised in San Jose.
Ms. Miller obtained a bachelor’s degree in Restoration Ecology and Environmental Education and a master’s in Geography and Planning from California State University in Chico. Asked about her favorite activities, she answered that she loves being a mom, and is enthusiastic about paddleboarding.
Before taking on the challenge of Corning City Management, she was a Program Manager for the Red Bluff Landfill Management Agency and later became the Agency Manager for the County Solid Waste Management Agency.
Our City Council determined that a capable Rio Vista City Manager should possess a keen interest in education support, a deep understanding of land use, an agricultural background, knowledge of solid waste and water ecology issues for a developing city, and strategies to foster economic and cultural growth. During the interviews with our city council members, and background verifications, it was clear that Ms. Miller checked all the boxes for the knowledge and experience our city needs.
